SPEAKER'S
Zoe Stout
Attorney Stout is the Agency Legal Director at the Connecticut Department of Children and Families (CT-DCF), overseeing a team of 45 legal professionals within a 3,200-employee workforce. Her career in child protection began as an in-home caseworker in Pennsylvania, inspiring her to pursue law. She represented the Philadelphia Department of Human Services in child protection cases before working as a child advocate with the Defender Association of Philadelphia, where she represented children in foster care.
In 2013, Attorney Stout joined the Center for Children's Advocacy in Connecticut, providing legal representation to foster youth and successfully advocating for legislative and systemic reform. She also co-taught Child Advocacy at UCONN Law School and led training series for child protection attorneys. Since joining CT-DCF in 2018, Attorney Stout has managed the agency's legal needs and collaborated with the Office of the Attorney General on juvenile court cases.
Ken Mysogland
While growing up in a family with 8 adopted brothers and sisters, Ken Mysogland has witnessed the negative effects of childhood trauma on a first-hand basis. He is one of 13 children his parents raised. Due to these experiences, his decision to follow his passion to work in Child Protective Services became quite easy.
For the past 36 years, Ken Mysogland has served in the State of Connecticut Department of Children and Families. He currently holds the position of Chief Administrator of External Affairs. As an Executive Team member, his responsibilities include oversight of the Department's Child Abuse and Neglect Careline, Foster Care Division, Communications Division, Office of Community Relations and enhancing the Department's Prevention framework which includes implementation of the Family First Prevention Services Act (FFPSA) plan of which he was co-lead in the development.
